David J. Evan is a partner in the Firm’s New York office. Mr. Evan has over 30 years of experience counseling companies on customs and international trade law matters. He advises clients in connection with all substantive issues handled by U.S. Customs and Border Protection, including the identification of duty savings opportunities, complex customs valuation matters, free trade programs, tariff classification, marking, customs audits, broker compliance and forced labor issues.
Mr. Evan’s practice includes a special focus on tariff reduction strategies and assisting importing companies with transactional and corporate restructuring to minimize the impact of customs duties.
Mr. Evan also has extensive experience in the area of US consumer product safety compliance and advises foreign and domestic manufacturers, importers and retailers with regard to all aspects of the regulations enforced by the Consumer Product Safety Commission (“CPSC”) including hazardous product reporting, product recall planning and coordination, internal product safety reviews, lead content, small parts regulations, Flammable Fabrics Act, Federal Hazardous Substances Act and Poison Prevention Packaging Act.
Mr. Evan is the author of “GATT, Textiles, MFN & Vietnam,” Vietnam Today (1994) and “Trading Without MFN,” The Vietnam Business Journal (1995).
