On October 21, 2022, the U.S. Department of Commerce (DOC) published its final scope and circumvention determination following its investigation of whether quartz surface products (QSP) exported from Malaysia should be subject to the antidumping and countervailing duty (ADD/CVD) orders on QSP from China.

GDLSK clients Opalus Stone Sdn. Bhd. and Top Quartz Specialist Sdn. Bhd. were found to have fully cooperated with DOC, and are eligible to export QSP from Malaysia to the U.S. using certifications of Malaysian origin – instead of having to pay 371.47% in cash deposits under the ADD/CVD orders on QSP from China. By contrast, nine Malaysian QSP exporters were found to be non-cooperative and importers from these suppliers are now required to pay the 371.47% cash deposit rate upon U.S. entry.
